The first task is naming the actual jail. Sullivan County uses outside institutions through commitments and intergovernmental arrangements. Filter to Sullivan County even though Sullivan and Wyoming Counties share the 44th Judicial District. A district reference does not prove that Wyoming County Correctional Facility held the person.
- Search by the participant's legal name and confirm the case with the docket number, OTN, date of birth, or other stable detail.
- Read commitment, bail, sentencing, transport, and modification entries for a named institution or custodial agency.
- If the destination is not clear, call the Sullivan County Sheriff's Office and ask where the person was transported and on what date.
- Check the named jail's official site and PA SAVIN/VINELink agency result. Do not use a same-named county in another state.
- Save the facility's official name, operator, address, records contact, search route, and any displayed update time.
The named institution can change from one case to another and over time. Clinton County is supported by the strongest current agreement evidence in the research, but that agreement is not proof that a specific person went there. Capacity, sex, services, medical needs, transport, and contract status can lead to another placement.
Confirm Serving Prison Release
Once the jail is known, use its own official custody or records channel. Search a current roster only to assess present custody. If a name disappears, keep checking. The absence can result from release, transfer, data lag, a name variation, or access restrictions. - Match the person by full name plus booking number, docket, OTN, birth information, or another stable identifier.
- Record the admission date, agency name, custody status, and last-update wording exactly as displayed.

- Compare that entry with the Sullivan court docket and sheriff transport record.
- If the destination names PA DOC, another jail, USMS, or ICE, search the next system and describe the event as a transfer.

Property or account closure and a booking photograph may exist, but request the photo separately because a custodian may assess it under different access rules. A feed may show fewer fields than the retained jail record. Do not infer a retention period or refresh schedule unless the serving facility publishes one.
Request Serving Prison Records
The request must go to the agency that possesses the record. Sullivan County can provide its own sheriff transport or county administrative record. It cannot produce another county prison's database merely because the Sullivan case led to the placement. Address the booking and discharge request to the identified jail's open-records officer or records unit under Pennsylvania's Right-to-Know process.
Request existing records sufficient to show the booking and discharge for the named person during defined dates. List admission and release timestamps, reason, releasing authority, destination, and booking number. The courthouse contact is not the serving prison's release desk. This separation prevents the common mistake of sending all requests to a supposed “Sullivan County Jail” at the courthouse. Official county and PA DOC materials do not establish such an institution.

Sullivan County's placement history explains why older search results disagree. The April 2026 commissioners minutes document a three-year Clinton County confinement agreement. April 2024 minutes record a Montour agreement with annual renewal terms. County action in 2025 supports Wyoming placements or services. Other dated evidence describes conditional Lycoming beds for Sullivan female inmates and an older Columbia agreement.
Those records establish arrangements, not the custody of a named person. An old agreement may have ended, renewed, or operated only when beds or services were available. A current contract may coexist with other placements. For each individual, move from the docket to sheriff confirmation, then to the named prison's admission and discharge record.

Sullivan Courthouse Jail Error
The courthouse at 245 Muncy Street is often mislabeled online as a “Sullivan County Jail.” Official Sullivan material identifies a courthouse and sheriff office, while PA DOC county-prison resources do not list a Sullivan correctional institution. The copied address does not establish jail cells, an admissions desk, a roster, or a release database.
That absence is why this facility entry is case-specific. Start at the courthouse only to obtain the docket, commitment, or sheriff destination. Once the true prison is named, use its official records officer. Verify that the result concerns Sullivan County, Pennsylvania, rather than a same-named county in another state.
